All computers connected to the internet have an IP (Internet Protocol) address. These IP addresses are used to route traffic within the internet. Furthermore, every packet sent across the internet includes a source and destination IP address.

Question: Are IP addresses non-content information, akin to dialed telephone numbers and the exterior of posted envelopes? Or are they content information, revealing location and other specific information? Justify your answer by citing specific, relevant cases, statutes, or rules.
