Question: Three of the terms that appear early in the chapter are "reserved powers," "the police power," and "concurrent powers."

In one line each, define each of those three terms. Second, and just briefly: reading those definitions, and those words in context, do you think those words or phrases are clear enough to resolve fights over federalism? Or do they seem like words people could wave around in any direction, and that they do not really resolve any of those fights?
