The cyber powers, including the United States, several EU nations, Russia, and China, are all taking different approaches to enhancing cybersecurity particularly in reference to protecting CNI. Assume that you are a staffer on a Cybersecurity Supercommittee tasked by Congress to draft a "comprehensive" piece of legislation that will help secure critical U.S. systems. Your report to the Supercommittee should consist of three parts:

(1) analyzing the EU, Chinese, and Russian approaches to enhancing cybersecurity detailing at least two lessons that may be applicable to this U.S. effort;

(2) discussing at least two of the past U.S. cybersecurity legislative efforts, such as the Cybersecurity Act of 2012 and the SECURE IT Act, and which (if any) facets of these approaches you would like to see in a final bill; and

(3) given the popularity of cost-benefit analysis (CBA) in governmental decision-making, commenting on at least one of the benefits and one of the drawbacks of using CBA to make decisions regarding cybersecurity.
