Chosen completed mission to research: United Nations Observer Group in Central America (ONUCA)

In this paper you are acting as a member of a panel of experts analyzing a specific UN peacekeeping mission. In your 5-page memo, your main goal is to determine whether that mission was a "success", and then to draw some lesson from the case that can be applied to peacekeeping more generally.

Intro - Briefly explain the context and significant of the peacekeeping mission you selected. Preview your analysis and highlight your primary policy recommendations.

Part I - First, you should address the circumstances surrounding the establishment of the mission. Focus on addressing several factors:

A) what was the conflict about, e.g. who the sides were and why they were in conflict;

B) how did the UN get involved, e.g. who pushed for "doing something" and how did UN member states reach agreement, and;

C) what was the peacekeeping mission's mandate, e.g. what resolution(s) established the mission and what were peacekeepers supposed to do?

Part II - Second, you should assess the efficacy of the mission itself. Basically, you should aim to investigate whether the mission can be deemed a success or not. I will leave determining what "success" is to you, but here are some thoughts to consider. Did the mission succeed in resolving the underlying dispute (or helping the parties resolve it)? Were the costs of the mission high in terms of resources, casualties, or time? What happened after peacekeepers left, did conflict reoccur? Were future missions/interventions necessary?

Part III - Finally, I want you to attempt to distill some "lessons" that can be gleaned from this case that you think apply more generally to UN peacekeeping. Basically, what does your analysis tell us about what makes a mission successful or unsuccessful. There is no set number of recommendations you must make, but I would aim for no more than 3.

Conclusion - Wrap everything up. Tell the reader whether the case analyzed was a success and recap the important lessons learned. Contextualize how these lessons might apply to some current (or future) UN peacekeeping missions.
