Write a paper in MLA format analyzing the issue of why the U.S government at every level - local, state and federal - was unprepared, uncoordinated and overwhelmed in dealing with the Hurricane Katrina disaster that devastated the Gulf Coast (specifically New Orleans) in late summer of 2005 which killed more than 900 people in New Orleans alone. When analyzing this issue specifically focusing on the slowed response federal government to the calamity in New Orleans and the government's failure to protect thousands of Americans during a natural disaster that long had been predicted.
