Ethel The Patient Safety and Quality Improvement Act created Patient Safety Organizations to analyze care performance of patients. The POS are required to report any errors in care given to patients and any safety procedures used; which helped give quality care. "Core measures according to the Centers for Medicare & Medicaid are designed to promote measurement that is evidence based and generates valuable information for quality improvement( CMS.gov )." One of the core measurement systems established was the Hospital Outpatient Department.
The definition of an outpatient according to the Merriam-Webster dictionary is a patient that receives services at a hospital but will not stay overnight. The Hospital Outpatient Department was designed to provide quality care to those patients that needed services such as surgery but was not required to stay as a inpatient. There were certain standards the HOP must meet to be in accordance with core measurement standards. Outpatient services must provide the same quality care to patients as if they were admitted into the hospital for long stay periods and give after care procedures to each patient.
A patient is considered outpatient until he/she is admitted into the hospital, so emergency services are rendered such as: x-rays, surgery, and lab tests; in which, an outpatient would pay a separate amount for each service.
