In light of multiple reports of Mesla factory AI-powered robots attacking its human workers in the United States, the UK Parliament urgently passed the (fictitious) Factory Autonomous Robots Authorisation Act 2023. Section 3 of the Act establishes: Section 3: Authorisation to Use Autonomous Robots in manufacturing facilities (1) No person or company may use an autonomous robot (as defined in Appendix A) except under an authorisation granted by the Secretary of State for Business, Energy and Industrial Strategy. (2) An authorisation granted under subsection (1) may be subject to any conditions the Secretary of State sees fit. (3) The Secretary of State may choose to delegate the powers granted by subsection (1) and (2) to anybody she deems suitable. In September 2023, the Secretary of State for Business, Energy and Industrial Strategy delegated her powers under Section 3 of the Factory Autonomous Robots Authorisation Act 2023 to the Association of British Manufacturers (ABM), a self-regulatory body formed by more than 300 major manufacturing companies operating in the UK. The body has a long-standing reputation for reliable self-governance of British manufacturing based on best practices, and it had already formed a specific Committee looking at the benefits and risks of autonomous robots. In January 2024, the ABM granted authorisations for the use of autonomous robots to two luxury car manufacturers, Uston Bartin and Pentley. The authorisations were granted on condition that they might be revoked at any time 'if the ABM deems that the safety of human workers in the factory where autonomous robots are in operation is not guaranteed'. Following two injuries to human workers on separate occasions in April 2024 in one of Pentley's UK factories, the ABM revoked Pentley's authorisation to use autonomous robots in their manufacturing process. No reasons for the decision were given by the ABM to Pentley's board, which released a public statement claiming that the two separate accidents and related injuries to human workers were due to the recklessness of said workers, and not to a malfunction of their autonomous robots. It has also been recently announced that three days before Pentley's authorisation was revoked, Skyler White, a former chief executive of Uston Bartin, had been appointed as the Chair of the autonomous robots Committee of the ABM.
