You're a new manager and you've inherited a small staff. Most of the employees do their job and seem to know what they're doing. You have one employee who is close to retirement and seems to lack any form of motivation. In your mind, the employee seems to have already "checked out". The employee is reluctant to take on any extra work. Given the employee's personality, you've decided you could live with the employee doing "the minimum"--after all, you think to yourself, the employee's retirement will come soon enough!
