Foreign Policy Memo recommendation on Immigration issue from the National Security Council (NCS) advisor to the President and US Senate Foreign Relations.

Each student will represent a sub-cabinet official tasked with advising and making recommendations. Keep in mind that congressional foreign policy power differs from executive, and be prepared to scope your recommendations accordingly.

For a policy paper, it would be appropriate to use a mixture of academic [peer reviewed], popular [thinktanks and non-peer reviewed journals of opinion like foreign affairs] and U.S. government sources. Your final grade will take into account how effectively you scope the problem to the interests, mission and capacities of your agency. If you are arguing for a hole of government policy change, think about how your agency can shape and contribute to that change, and make sure that your perspective policy change is within your agency's sphere of responsibility.

Remember: your audience is a high-level government official. Style will be part of your grade; write professionally and orient your memo toward actionable recommendations for your principle.
