Johnson Incorporated, a company based in Country A, manufactures health products, one of the most popular of which is an anti-aging cream, which they export internationally. Recently Country B has increased its tariffs by 15% for all Country A anti-aging creams, suggesting that Johnson's low price has resulted in its home market of such creams to beseverely affected. Johnson argues that the price of its products is the same as they supply to other WTO Member States and that the real reason for the increase in tariff by Country B is to protect its home market trade. Johnson further notes that Country B still accepts aging cream from Country C, which is a little more expensive than Johnson's products and that Country B does not impose the increased tariff to Country C anti-age creams. Country B itself produces very little of such products.

Advise Country B whether they have breached any WTO rules on free movement of goods, supporting your answer with relevant WTO agreements and disputes. Also advise Country A on their rights and course of action.
