"Faced with limited resources, governments must decide whether to allocate additional resources to achieving universal primary education or to expanding opportunities at either the secondary or tertiary levels" (p. 261).

Discuss what some of those "limited resources" would be in the context of education; and then, utilizing the knowledge gained about developing regions, discuss whether you would be for achieving universal primary education or for expanding opportunities at other levels and why.
