Reflect back on what you learned about Immanuel Kant's moral philosophy and Utilitarianism. Which moral theory best describes the policies and actions of the Ferguson Police Department? Depending on the moral theory you chose, provide examples from the Department of Justice report that supports your choice of moral theories. Next, going back to Herbert Packer's two models of the criminal justice system, which model, or value system (due process or crime control), was the dominate model driving the policies and actions of the Newark Police Department? Give specific examples that support your choice.

With regard to the culture of the police department, what were some factors that you think drove police behaviors and how were those behaviors received by the public? Give examples.

Finally, describe some of the practices and policy changes dictated by the Department of Justice to reform the police. What impact do you believe those actions had on improving the relationship between the police and the community. What effect do you think those reforms had on police culture within the Newark Police.
