1. Problem definition:

The Muscat Municiplity in Oman plays an important role in deliverying the construction projects Municipal construction projects. However, most of these projects are suffering from delay, cost overruns and poor quality. This is because of several uncertainties and risks facing these projects and lack of standard framework for projects risk management at Municiplity. Therefore, there is a need to develop a suitable risk management framework that help municipality engineers and other projects stakeholders to deliver the projects successfully.

2. Reason For Topic Selection:
Because of the lack of efficiency and effectiveness of the planning process for the implementation of construction projects, there is a gap between the projected budget for the project and the real budget at implementation.There is a wide range of external and internal factors that interact with each other and affect the work of the Municipality.

3. Aim and Objectives :
The main aim of this study is to develop a risk management framework that help municipality engineers to complete their project successfully and particularly at earlier stages of project.

Objectives:
To critically evaluate the literature on the process of risk management process and various risks facing municiptal projects.

To explore risk factors that affect municipal projects in Oman.

To rank and proioterise of the risk factors based on the collected data from relevant stakeholders'

To develop a conceptual framework for risk management for municipal projects in Oman.
