Writing a proposal to institute the practice of telecommuting at work. You work for a non-profit community organization of 40 full-time employees, most of whom do most of their work at computers. Some employees (about 5-8) staff the phones. Management is concerned about 1) maintaining the phones from 9-5, Monday through Friday, and 2) maintaining and tracking employee productivity if people are not physically in the office.
