The valence band is filled completely and conduction band is empty. The Egap is also less that is, of the order of few eV. At the zero kelvin, electrons are not able to cross the forbidden gap and so behave as insulators. But as the temperature is increased, electrons in the valence band (VB) gain thermal energy and jump to conduction band (CB) and attain small conductivity at the room temperature and hence behave like conductors. Therefore they are called as semiconductors.
