For this reason there is need for a well- developed system that will assist in the proper management of liberation and assistance todisaster afflicted areas. With the recent information technology developments happening andthe increase in the number of people with access to mobile phones, has made it possible for aprobable development of a mobile disaster management software system.The following sections discuss the various project management ideologies, in relation tocoming up with a feasible mobile disaster management system. All projects contain manyinterconnected activities and processes which make up the project lifecycle. Viewing themobile disaster management system in terms of a project lifecycle is useful as it acts as aguideline and also allows for corrective action to be undertaken in the case of deviations fromthe main project goals. Once the project is executed the outputs must match the objectivesand accompanying deliverables as set out within the scope of the project proposal. Theproject phases are normally described as the project initiation, project planning, projectexecution and project closure stages.The project initiation phase consists of prompting the necessary processes. Within thecontext of the mobile disaster management software system this should occur prior to anyfurther steps such as employing qualified personnel who will form the project team. The teamshould be well conversant with coded computer language such as (C++, Androiddevelopment). The mobile disaster management system should best be programmed andcoded under the android operating system, as Android is an open and ample platform formobile devices. This is because it is designed to be more open than the rest of the other mobile operating systems. The main reason for this is to allow wireless operators, developersand handset manufacturers to be able to produce new-fanged products sooner and at a muchlesser cost. For this reason the Android platform should be used in the development of amobile disaster management software system.Under the project planning phase, establishing the general functionality andoperations of the mobile software system should be put into perspective. This entails makingsure that the software while undergoing development, should be made to synchronize withthe Global Positioning System (GPS) which will allow for accurate location of the disasterprone area and also at the same time allow relief users to efficiently track those affected bythe catastrophe. The project team should also aspire to develop a global mobile and webdisaster portal that is bound to rely on open source standards that support interchangeabilityand utilization of cloud computing where information volunteers freely avail information to awider audience. The role of social media should also be kept in check in the system software.Various plugins should be incorporated to allow users to share information about a givendisaster. Integration of the system software with various social media platforms will allow forbetter handling of disaster reporting and information dissemination.The project execution phase is the implementation stage, and thus the properfunctionality of the mobile disaster management system software would be actualized. Thesemostly involves the emergency plan moving into action. The project team then manages,monitors and control happenings against standard baselines. Thus the mobile software shouldbe up to speed in supporting most wired, and wireless connectivity devices, this is so as tomake the implementation of disaster management systems accessible to everyone. Themobile disaster software system should also be easily be able to synchronize with the currentinformation systems and data server management centres to avoid system overloads andcrushing reports. These would reduce costs associated with troubleshooting. The mobile software system should also be programmed in a manner that allows for push notification toits users, either as an application notification or as a subscription messaging service.The project closure entails finalization of activities. This entails carrying out testsimulations to ensure that the mobile software system is self-sustainable and operational.Documentation should also be put into consideration as well as making sure that the mobiledisaster software covers or rather facilitates the disaster relief and recovery operationsefficiently.During the course of implementing the project, various risks may arise one of them beingcopyright robbery that is associated with the mobile disaster management software, leading tosoftware alteration and duplication. It is thus key to ensure that one acquires a copyrightpatent to protect against such occurrences. Mismanagement of funds is also a high risk thatmay occur as well in the process of developing the program, and thus it is important to have afinance committee mandated with the responsibility of checking and allocating the financialresources accordingly. Another risk that is prone especially in the technology world ishacking and cracking which can lead to modifications of the mobile disaster managementsoftware system to serve other purposes other than the intended. For this reason it isimportant to always carry out software updates in order to avoid loopholes for hackers andcrackers.If the above guidelines are followed systematically then the development of an early andfeasible disaster warning mobile software system can be achievable under a tight financialbudget.
