In the past, prisons were meant to detain in an attempt to contain a political threat (Flynn,1977). It must be noticed that before two hundred years ago, political offenders were either fined,killed, disfigured or branded. At that time prisons were only detention areas for convictsrestriction pending judgment. Later in the final half of the 18th century, new developmentresulted in solitary confinement for convicted persons. In Pennsylvania, the prison facilities werecharacterized by congregate confinement where every prisoner was restricted in a single cell.Evolution of Prison Facilities3During that time, the prison facility in most parts of the world was designed to limit theprisoners from interacting. Early American prisons were not different in a sense that they hadisolation chambers as well as torture chambers. According to (Flynn, 1977), the Americanprisons also had a restricting perimeter just like many other prisons in the world.According to (Flynn, 1977), development of human rights forced the correctionalfacilities to redesign their cells and isolation chambers. Before they were called prison but a newname ‘correctional facility’ emerged. Isolation is only active for hardcore prisoners or futileprisoners (Flynn, 1977).By the year 2009, there were 104 prison facilities and a total of twelve reformatories inSaudi Arabia. The prisons facilities and detention centers in Saudi Arabia were in conditions thatdid not meet the human rights conditions (Saudi Arabia Human Rights Report, 2014). Thephysical situation of the prisons was characterized by over-crowding.
