Movies like “Baghbaan, Aa Ab Laut Chalein, Avtaar” haveexplained this issue quite well.In Baghbaan, an elderly couple wishes their children to care for them in their oldage. But their children consider them a burden and thought that looking after theirparents would be a hassle for them. The children decided to split up their parentswhere each one of the parents was supposed to live with one of the sons for aninterval of 6 months each. In “Aa Ab Laut Chalein”, it has been portrayed that a person who lives in theUnited States owns a motel, home and car and is married to an American woman.He brings his parents to America and treats them as servants of his motel. Hisparents had done a lot for him and had sacrificed many things for supporting theirchild during their lifetime.Another movie was “Avtaar” in which a man who lived in poor lifestyle tried hardto earn livelihood and provide better life style and education to his children. Whileworking, he got injured and crippled. But after his son got married, he came toknow that his property and house were now in the name of his daughter-in-law andthe old couple was thrown out of the house without even providing financialassistance to them. Not only this, the old couple was tortured for small thingswhich are necessary for living in day-today life.However, it has been found that there are some problems in the way mediaanalyzes elder abuse. It suffers from many problems like misinterpretation andover simplification of news reporting. It presents this as an individual problemrather than as a social phenomenon.60 CHAPTER 5RECOMMENDATIONS5.1 Existing MechanismsThe National Policy on Older Persons provides following provisions keeping inmind the importance of family relations for solving this problem:-? Promotion of family values and sensitizes the young by counseling them.? Providing tax relief and rebates for medical expenses to encourage childrento reside with their parents.? Providing independence and relief to the family members during theirvacations by giving short term staying facilities for older people.Also, the laws like Maintenance and Welfare of Parents and Senior CitizensAct 2007 (MWPSC) enablethose elders who are in need of urgent help.5.2 Suggested Recommendations? Financial independence of the elderly is the topmost measure suggested bymany old age citizens of Delhi.? Schools and college students should be sensitized towards elder abuse bylaunching nationwide programs.? Media should play an important role by fighting against this crime andcreating more awareness about ageing issues? Education of people should be such that they should realize the positivecontribution of older people to the society.? Older people should be made aware of their rights as well as resources.? Government who focuses on the welfare, health and security issues ofelderly should build a comprehensive development policy plan for both ruraland urban older people.61 ? More equitable distribution of resources among elderly females, to controlthe discrimination faced by them such as to remove nutritional deficienciesin rural elder females, non-availability of proper health services. For this,there should be proper access of resources such as generation of employmentopportunities, health services and access to education. Ministry of Womenand Child Development, Social Justice and Empowerment, RuralDevelopment, Health and Family Welfare should initiate programmes forwomen empowerment and create awareness among older women. Thisshould be properly implemented by local bodies such as panchayat.Adequate funding should be extended to the panchayat for the benefits of therural people.? Attitude of youth towards the elder people should be improved by providingthem training of how to solve the problems of the older people and teachingthem values. ? There should be proper mechanism for protection, promotion and security ofolder people. Those rural poor who are physically disabled should beprovided long term assistance to live their life with dignity.? A large part of elder people are unaware of the Government run socialwelfare programmes. Therefore, NGO?s should come forward along withlocal level government and help the elderly people to avail the benefits andfacilities of government schemes. Those NGO?s should be promoted whoare willing to construct old age homes in rural areas.? NREGA should create more employment opportunities of at least 300 daysin a year and wages should be kept in check with the rising inflation rate.Transparency should be enhanced and corruption should be handled firmly.“Under NREGA, priority should be given to the work of “soil and moistureconservation, minor irrigation, rejuvenation of drinking water sources andaugmentation of ground water, traditional water harvesting structures, workrelated to watershed schemes (not watershed development), formation ofrural roads linking villages with other villages/Blocks headquarters androads linking the villages with agricultural fields, drainage works andforestry” (Planning commission report, 2009).62 CHAPTER 6CONCLUSIONOverall, this report is designed with the aim of defining the elder abuse, itspossible causes, and consequences and to bring out the gap in the incidence ofelderly abuse in rural and urban areas of Delhi. A survey of 28 people wasundertaken from 4 localities of Delhi, comprising of both rural and urban areas. Itcan be concluded that our stated null hypothesis clearly gets rejected. There werevast differences between the elderly abuse in rural and urban areas of Delhi.Underlying different characteristics of areas are in turn reflected in the abuse eldersare subjected to. The study revealed that approximately 86% of elders in both the areas were foundto be the victims of elderly abuse and elder females suffered more abuse than theirmale counterparts. But there is sharp contrast in rural and urban literacy rateswhich has wide implications for the prevalence of elder abuse in the locality.Literacy level is miserable in rural areas with 28% of the rural elderly have notattended school and only 43% have done primary schooling. Moreover, elders inrural area are generally unaware of the old age homes. They have lower assetownership and make their survival by engaging in self-employed work. Neglectand disrespect are major forms of abuse in urban areas, on the other hand, physicaland verbal abuse are more common in rural areas. The reasons accounted for abusewere different in both the areas. Moreover the consequences of such abuse resultedin serious health issues.In such a scenario, the role of government, NGO, media and youth themselvesbecomes all the more important in order to prevent this crime. Therefore, theprovisions of national policy should be followed to deal with internal (family)conflict.63 "
