The enclosed report for the proposed plot is based on the guidelines as laidby the Blacktown Council and follows the act of section 33A.The project basically dealing with the subdivision, pavement design, intersection design and overallplanning of the plot is expected to complete in two parts at the end of the year. Each member hasput that extra amount of work that’s required to complete the project as per the requirements andguidelines. Different programs like Auto CAD, Google Earth, MX Road and Microsft Office is used forthis project. Planning Guidelines: As per the guidance put forward by the Blacktown Council, we have tried to accommodatethe facilities and amenities required for the proper functioning of the community.Furthermore, we have improved the environmental and economic aspects of thecommunity.Site Description:Location: Marsden ParkArea: 10 hectare(approx.)Latitude and Longitude: 33.6891° S, 150.8029° ELocal Government Authority: Blacktown City CouncilThe site that we have selected for the project is the vicinity of marsden park. We have chosen a siteof area 10 hectares (approx.) for the subdivision. It’s an open green land with a Richmond road onits west. It is just below the south creek which happens to be in blacktown council. It is suitable forthe subdivision project that we are intending to work. The local government of the subdivision that we are working belongs to the blacktown council. Thesuburb that is surrounded in blacktown council is Hawkesbury in the north,Parramatta city in theeast. Cumberland council in south east surround blacktownarea , Hills Shire in north east, Fairfield insouth and Penrith in the west.It consists of 48 suburbs in total with an area of 246.9 sq km. It has apopulation of 347,591. It is considered as the second most populous city in NSW. The populationdensity of blacktown council is 14.48 persons per hectare. The roads that are linked with this councilis Great Western Highway, Motorway (M4), and Richmond lines.Blacktown council is more of a residential areas and few portion of this council is occupied withcommercial and industrial plots. Rural portion of this council is also used for farming although thatconsists only a minor area. The major attraction of blacktown council are Western Sydney University,TAFE NSW Western Sydney Institute, Blacktown Arts Centre, Blacktown Aquatic Centre, ProspectReservoir, Wet N Wild Park, Marsden Park Golf Academy etc. Dharug Aboriginal People are theinhabitants that started living in this area in the beginning.Settlement in this region dates back to late 1700s’. European started settling in this region andstarted farming and grazing. Expansion of this region due to construction of train lines started in thelate 1800s’. But this council has seen a significant growth in the last 20 years due to thedevelopment of the areas like Kellyville, Parklea, Glenwood, Mount Druitt and Blacktown.85% of this Blacktown region are employed,i.e, 47% full time and 32 % part time. So the majority ofthe population are employed although that number is less compared to NSW overall employment rate. Hence with the time, the employment rate has increased gradually and more people have beeninvolved in labour work force.About 65% of this region are qualified with a larger number of people acquiring vocationalqualification and around 35% of the population acquiring Bachelor degrees or higher which is alsolow compared with Greater Sydney.Majority of the people in this region speak English well and can communicate well although Englishnot being their native tongue. Around 14% of the total population face difficulty in speaking Englishlanguage.The people that generally resides here are the immigrants. And the population that leaves here aresedentary, ie they generally don’t live the region. The movement between the region is though high.Blacktown Council Gross Regional Product is 15.64 billion dollar which contributes to almost 3% oftotal states Gross State Product.The median house valuation in this region is 660,000 which is comparatively high (around 25000) ascompared with rest of NSWs. The house prices in this region has grown significantly in the lastdecade.Tourism and hospitality sector in this region provides a big push and is a major source of incomewhich generates around 450 million dollars. And most of the people in this region are involved in thissector for their livelihood.LEP and DCP objectives:LEP formulates the plan of the city regarding the lot size, land zoning, floor space ratio, terrestrialdiversity, heritage, height of buildings etc. under the Blacktown Local Environment Plan 2015.Local Environment Plan 2015:Land use zonesLand Use Zones are allocated under the following:Rural Zones- Primary Production Small LotsBusiness Zones- Local, Commercial, Mixed Use, Business Development, Business ParkResidential Zones- Low, Medium and High Density ZonesIndustrial Zones- General and Light Industrial Zones Special Purpose Zones Recreational Zones- Public and Private Recreation ZonesEnvironment Protection Zones- Environmental Conservation and Management ZonesWaterway Zones-Natural WaterwaysUnzoned landUnder the Blacktown LEP 2015, Development should be carried out only with the developmentconsent and the consent authority will take all the considerations and analyze if it impacts on theadjoined land and whether it is appropriate and compatible.Subdivision:The land where the subdivision is planned should only be done with the consent of related authorityand according to Blacktown LEP 2015.Subdivision permission is not granted if the subdivision results in principal and secondary dwellingbeing separated in different lots unless those lots are not less than the required minimum size.Minimum Subdivision Lot size:Minimum Subdivision Lot size specifies the minimum lot sizes and ensuring whether the newresidential development is compatible with the existing residential area.Subdivision area for the attached and semi-detached dwelling are:200 square meters for the semi-detached dwelling and 140 square meters for the attached dwelling.Height of Buildings:The main objectives of restricting the height of buildings is to ensure the privacy, visual impact, lossof solar access. It is to ensure the sufficient space available for residential,commercial and retailpurposes. Fire alarm:The fire alarm system is monitored by Fire and Rescue NSW from the clause Conversion of firealarms. Development Control Plan:Blacktown City Council adopted DCP 2015 on 15 July 2015. DCP states the various standards,policies,guidelines that is related and required for the development and construction of the local area,i.eBlacktown Area. It keeps on maintaining consistency and and updates with the need of the hour.State of waterways:It maintains and develops an ecologically, sustainable waterways, It designs in such a way that itprotects the natural habitat and also preserves and maintains the corridors and floodway. It alsolooks at the potential and opportunity to improve and protect the condition.Climate Change Action & Adaptation Plan:Blacktown Council adopted this plan in order to address the ever-changing climate. It focusses onachieving maximum for the future generation taking the climate change in consideration. It alsopinpoints on reducing the carbon emissions and reducing its vulnerability and recommending actionsagainst it. It plans for a sustainable city with a green environment. Ecological Sustainable Development:Blacktown Council aims for an ecological sustainable development integrating both environmentaland economic aspects of the council. Its aim for the sustainable development are:to conserve the biological diversity and integrate the economic and environmental aspectssimultaneouslyimprove the valuation and pricing mechanisms specially the environmental factors that is involved inthe valuation of resources and services.Pollution Incident Response Management Plan (PIRMP):This Response Management Plan details the processes which are involved in the event of a pollutionincident and analyses it.It helps in minimizing and controls the factors that risks the pollutionincident.Protection of Groundwater: It is to guarantee groundwater quality, stream and seepage designs that are to be secured amidpulverization, development or some other operation periods of an improvement. Working practicesought not pollute groundwater or has any effect from the improvement.Land Contamination: Land contamination also known as ‘Environmental Planning and Assessment Act 1979’ is mostly dueto the poor environmental management. This is to overcome such practices and improve thecondition and reducing the effects on public health.Objectives:Ensuring contamination will not have any impact or effects to the public health of the residents orthe environment.Set appropriate restrictions on the land.Consider the chances of land contamination before development in the planning process.Air Quality:Development causes contamination on the site, causing issues for the inhabitants. Compelling sitecontrols will be required amid the development stage to guarantee no contamination adds to theexpanded air contaminationThe main objective is to protect the air quality and enhance environmental amenity. Stormwater Drainage:For the Blacktown Local Council, all developments are to require the principles of Water SensitiveUrban Design (WSUD). The main objectives of it is to minimise the stormwater run-off such aschanges in flow and duration and provide quick flow to prevent floods.Waste Management:Squander is urged to put into various canisters and ought to be limited by lessening, reuse andreuse.
